1. Select an unhappy park guest or unneeded staff member by clicking on them
2. Select the relocate icon in that person's dialog box (the calipers)
3. Drop that person in the nearest lake on the park's property
4. They will sit there, thrashing about, and you will get a message in the park message window saying "Help me! I'm drowning!"
5. Unless you pick the person up again, they will eventually succumb and drown, and you will receive a message that that guest/staff member has drowned.
