2: Hold down the alt button
3: While holding down the alt button, type in 936.
4: Let go
5: Also works with exclamation marks if you do 0161

Ummm... those are shortcuts from the Charater Map in system tools. Not really an "easter egg."

These are standard international ascii characters often used in Spanish and other Latin-derived languages. The can also be typed using Ctrl+Alt+! and Ctrl+Alt+?
