1: Select New Game then Jump To Chapter (or on the first game you will have to reach this level by playing through to it)
2: On Part I Chapter 7 just after the part where Max finds the cleaners lift, use the lift and avoid the grenades being thrown down at you.
3: Then when you reach the bottom of the scaffolding you should see an open window to your right (which is usually where you progress through the level)
4: Shoot the guy just inside that window and when it's safe have a look across the city and you should see a "CleanSing" sign on a building over the way just to verify you are at the right place.
5: Look at the ledge you're standing on opposite outside the window and there's a diagonal metal bar at 45degrees (part of the scaffolding) barring your path along the ledge. Jump over this and follow the ledge just around the corner
6: You will hear a religious type sound and come to a secret memorial shrine with red curtains all around and a picture of Miika Forsell (who I assume is one of the developers or someone related to the developers) with the dates 1983 - 2003 and two olympic flame type poles to each side of the memorial book.
