Drive to building across the street from where you kill a man using a chainsaw for Cortez. Go around the left side of the building (looking at the building)and you will find an open door. This will lead to a stairwell that leads up to a floor with an open window (you can't jump out). Beside the window is a sign that reads:

Hyper-Jump
Call bla..bla..bla...
