There are 3 major cameo appearances in GTA 4 (from GTA 3):
1. First, in Avery's last mission, he introduces to Tommy a man named Donald Love (with glasses). In GTA 3, you work for a man named Donald Love in Liberty City, who is rich and owns a powerful media empire, except he has no glasses like in GTA 4. Also, in one of Donald's missions in Liberty City, he copies exactly what Avery said in the "Gang War" mission.
2. Secondly, the man you worked for in GTA 4 is Sonny Forelli, a mafia boss residing in Liberty City. If you remember from GTA 3, when you worked for Joey Leone, he was fighting with the Forelli Brothers, and he mentions one of them is a man named Sonny Forelli.
3. Finally, in GTA 4, there is a guy named Phil (army dude) who helped you in a bank robbery and sold you some heavy firepower. He also lost an arm from being drunk and exploding himself. In GTA 3, you go to a military camp and help a soilder named Phil defend the base from the Cartel, and Phil later sells you firepower. This Phil in GTA 3 also has only one arm.
Coincidence? Probably not!
Works on all versions of GTA 4 and GTA 3.
