Go to Skaal Village in Solstheim.
Enter the great hall with Tharsten Heart-Fang.
Look inside the mouth of the cliff racer to find the egg.
It is a BlueDev's Ring of Viewing, and when worn, it lets you view all of the cinematics in Bloodmoon.
