On the Hollywood Level, go to the skate shop that sells boards and shoes. Climb on top of this shop and go to the pool that is to the left of where you are. On the walls surrounding this pool there are 3 rails. Grab or air up onto the third rail then go to where the walls meet. there is a little ledge, and a crack in the wall. Board Smack this crack to see the Goat.
If you have played THUG and THUG2 you will recognise that Neversoft hide the goat in each of the games.
