In the area near the city controlled by Duty, head towards the train yard west of the area towards the scientists. On the way there, follow the train tracks. You should see many electrical storm anomalies there.
Continue forward until you see an old building filled with electro anomalies, junk, and old cars. (You also need to come here for the "Family Rifle" mission.) Weave through the anomalies by going through areas and jumping over cars or just run through the anomalies (which will probably end in death).
Keep going until you reach a body, along with a PDA and two handguns. You will get a handgun you can buy anywhere and BIg Ben, which is a very powerful handgun.
Read the PDA and find out the body belongs to Gordan Freeman!
