1: Click on the bille and wait until your sims has it in his hands.
2: Go in buy mode and buy anything until the amount of money left is under the amount of the bill.
3: Go to play mode. Your sims will put the bill in the mailbox but no money will disapear.
4: Go back to buy mode and sell what you bought. The value will still be the same if you do this fast.
