Grand theft Auto: Vice City - Cement Shoes

1: Get a boat or do the cars float on water cheat and get a car.
2: Head for the smallish island which has the construction site and Avery Carrington's contact point on it.
3: Skim round the perimeter of this island to the south west corner.
4: Look down into the water quite close to the wall. A guy is floating there, looking very dead and, in typical GTA style, wearing a "pair of cement shoes".
