First of all you have to be in at least rank 2 because it's on a place that you will unlock while getting to rank 2.
Go to the options and turn of the in game music.
Next up you must drive to Beacon Hill East and search for the parking lot (on the map it looks like a line and a rectangle).
At one point in the game there will be a race here. Anyway, before driving into the parking lot you must turn up the sound on your computer just a little. When you drive in to the parking lot you will hear a ghostly howl, not like a wolf, more like the wind blowing through a ghostly, empty house.
